U! l : Meeting of the Board December 15, 2020 Board President Bob Holland called the meeting to order at 7:32p.m. Present: Directors Steve Mercer, Larry Swartz, Don Richardson, Bob Holland, Larry Severance, Fire Chief Matt Peterson and Recording Secretary Bonnie Graham Public Comments: No public attended. Approval of the November 17, 2020 Regular Board Meeting: The Board reviewed the minutes of the November 17, 2020 Board Meeting. Director Larry Severance made a motion to approve the minutes as presented. Director Don Richardson seconded. Motion passed unanimously. Bill Approval: Correspondence: Chief Peterson told the Board the district has received 3 Christmas cards from the community. Chiefs Report: Thursday night we will have an appreciation drill for the staff. Jason will be retiring after 21 years of service. We have 7 promotions including two that went through the most recent fire academy. One that completed her Firefighter test. Three that passed the Engineer exam and one to EMS Captain. I tested our 3 paid staff on Decision making and officer development last week by setting up a TV in the Engine and running through real world scenarios. All passed but it showed where some of them need improvement. LFA is putting on an accelerated Fire Officer 2 course. It will be six weeks plus an additional week in class on site. I will be attending provided I get accepted into the class. The schedule and dates are still being finalized. We have had contact with COVID positive patients and are following current OHA guidelines to minimize our risks. So far we havent had any of our staff with an exposure as a result of it. After speaking with Bob Holland, he thinks we can possibly discuss our financial future during a board meeting instead of a work session. I really want to get moving on this since we will be looking at going out for our levy in May and need to file by March. We will most likely be returning to our normal shifts starting Jan 1, 2021. We received a 50/50 Grant from the safety and security Grant through SDAO to buy an extractor for our turnouts. We are looking at around $2,500.00 out of pocket plus possibly electrical installation. Discussion with the Board on going out in May for the levy that expires in 2022. The Board consensus is to wait till next year because of COVID and the uncertainty of the economy. The Board wants the district to be able to educate the community on the cost of doing business. The Board asked what our timeline is and the consensus was 3 years. The Board asked Chief Peterson to come up with hard figures on replacement of equipment and apparatus with a timeline of April to get back to the Board. Unfinished Business: None. New Business: Adopting Resolution 7-2020 Accepting Revenue and Authorizing Expenditures for the OFCA Wellness & Fitness Grant; The Board reviewed the resolution. Director Larry Swartz made a motion to adopt Resolution 7-2020 Accepting Revenue and Authorizing Expenditures for the OFCA Wellness & Fitness Grant of $2,500.00. Director Larry Severance seconded. Motion passed unanimously. Adopting Resolution 8-2020 Accepting Revenue and Authorizing Expenditures For the Coronavirus Relief Fund; The Board reviewed the resolution. Director Don Richardson made a motion to adopt Resolution 8-2020 Accepting Revenue and Authorizing Expenditures for the Coronavirus Relief Fund for $3,295.66. Director Steve Mercer seconded. Motion passed unanimously. Adopting Resolution 9-2020 Accepting Revenue and Authorizing Expenditures for the Coronavirus Relief Fund; The Board reviewed the resolution. Director Don Richardson made a motion to adopt Resolution 9-2020 Accepting Revenue and Authorizing Expenditures for the Coronavirus Relief Fund for $4,250.00. Director Steve Mercer seconded. Motion passed unanimously. Adopting Resolution 10-2020 Accepting Revenue and Authorizing Expenditures for the Coronavirus Relief Fund; The Board reviewed the resolution. Director Larry Swartz made a motion to adopt Resolution 10-2020 Accepting Revenue and Authorizing Expenditures for the Coronavirus Relief Fund for $ 34,151.95. Director Larry Severance seconded. Motion passed unanimously. Adopting Resolution 11-2020 Accepting Revenue and Authorizing Expenditures for the Holiday Farm Fire Conflagration; The Board reviewed the Resolution. Director Larry Severance made a motion to adopt Resolution 11-2020 Accepting Revenue and Authorizing Expenditures for the Holiday Farm Fire Conflagration for $1,743.71. Director Steve Mercer seconded. Motion passed unanimously. Adopting Resolution 12-2020 Accepting Revenue and Authorizing Expenditures for the California EMAC PCA 47244 Conflagration; The Board reviewed the resolution. Director Don Richardson made a motion to adopt Resolution 12-2020 Accepting Revenue and Authorizing Expenditures for the California EMAC PCA 47244 Conflagration for $7,827.50.
